Borough Commission Meeting

Open Public Meetings Act

A meeting of the Board of Commissioners of the Borough of Cape May Point was called to order on Tuesday, March 11, 2008 at 10:00 am. in the Conference Room at the Municipal Building located at 215 Lighthouse Avenue.  Mayor Fraser announced that this meeting having been properly posted and advertised, was being held in accordance with the Open Public Meetings of 195 (N.J.S.A 10:4-6) also known as Sunshine Law.  The Municipal Clerk took the following roll call:

Review Agenda

The Board of Commissioners reviewed the tentative agenda for Thursday evening’s meeting.  The Board agreed on the agenda as presented.  The Board agreed to place the introduction of the 2008 municipal budget and amendment to the 2008 Capital Budget on the agenda.  

 

Discussions

2008 Municipal Budget

According to Francine Springer the State of New Jersey reduced our State Aid by $1,800 this year.  She stated that according to Glen Ortman, RMA this amount should be raised by taxation and will increase our tax rate by a minimal amount.  She also stated that the “Human Resources” line item must be increased by $900.00, which will also increase the amount raised by taxation.      

Commissioner Schupp stated that he attended a meeting in Trenton at which he learned that the Stated Legislature is cutting State Aid by $32 million this year.  Commissioner Schupp stated that the cuts in State Aid are directed at small municipalities under 10,000 in population.  He stated that there is no justification for punishing small municipalities that already share services and do so effectively.  

 

Civic Club Raffle Application

The Municipal Clerk reviewed the Findings & Determinations (form LGCCC 5A) for the Cape May Point Civic Club Raffle Applications RA1-08, RA2-08 and RA3-08.  The Board deemed the application complete and gave the Clerk/Administrator the authority to mail said application to the Legalized Games of Chance Control Commission.  

 

Commissioner Nietubicz stated that beach costs would remain the same for the summer of 2008.  He stated that there would be no need for an increase.

 

Commissioner Schupp stated that he attended a Planning/ Zoning Board class this past weekend with several members of the Zoning Board.  He expressed his concern that no Planning Board members attended.

 

Francine Springer stated that she has met with representatives of Gov Deals and will be introducing a resolution at the April meeting to authorize the use of Gov Deals.  

 

The Municipal Clerk stated that Cape May Point would be hosting the April 22nd Cape May County League of Municipalities dinner.  She stated that she contacted the Pier House in Cape May and will supply the governing body with a proposed menu.

 

Public Portion

Anita van Heeswyk stated that she contacted Senator Jeff Van Drew to urge him to introduce a bill opposing the elimination of non-operating school districts.  She stated that in response, Senator Van Drew has drafted Senate Bill S1280 and has requested that letters of encouragement be sent to all 120 legislators.  Mrs. van Heeswyk stated that Borough citizens could be given the email addresses of these legislators and a form letter could be utilized to blast emails to the legislators.  She also asked the governing body to add a resolution to the agenda supporting Senate Bill S1280.  The board agreed.    

 

Adjournment

Upon motion by Commissioner Schupp and a second by Commissioner Nietubicz the meeting was adjourned at 11:10 pm.
