OPEN PUBLIC MEETINGS
ACT STATEMENT
A meeting of the
Board of Commissioners of the Borough of Cape May Point was called to order on
Tuesday, June 8, 2010 at 9:00 a.m. in the Conference Room at
the municipal building located at 215 Lighthouse Avenue. Mayor Schupp announced that this meeting
having been properly posted and advertised, was being held in accordance with
the Open Public Meetings of 1975 (N.J.S.A. 10:4-6) also known as the Sunshine
Law. The Municipal Clerk took the
following roll call vote:
Commissioner Nietubicz PRESENT
Commissioner vanHeewsyk PRESENT
Commissioner Schupp PRESENT
The
Board of Commissioners reviewed the agenda for the upcoming Thursday meeting.
The Board discussed Bond Ordinance 584-10.
Glen Ortman arrived with the audits.
Commissioner Nietubicz asked that the Clerk add the drawing for beach boxes to the agenda under New Business.
COMMISSIONERS REPORTS
Commissioner vanHeeswyk stated that local aid is available
for surveillance systems for towns such as Cape May Point. She stated that because we are a designated
village center we are on the priority list for this money.
Commissioner
Nietubicz asked Commissioner vanHeeswyk if she had given any thought to the use
of credit cards vs. vouchers.
Commissioner vanHeeswyk stated that the auditors have mentioned this in
the management letter. She recommended
the use of the Pcard through the county.
The Mayor gave a brief descritption of the P-Card system. She also stated that the encumbrance system
must be utilized at all times. She
stated that this system may not be easy to adhere to but is the law and must be
done. Commissioner vanHeeswyk reviewed
the management letter pertaining to the recent audit and reviewed the one
comment and recommendation.
Mayor Schupp
asked if anyone had given thought to the issue of PODS in Cape May Point. Commissioner vanHeeswyk responded that she
has forwarded an email to the Planning Board and their solicitor for advice.
She also stated that the State Planning Commission has recommended the use of a
checklist for these types of items.
Mayor Schupp asked if there has
been any update on COAH.
Commissioner vanHeeswyk stated that changes to COAH are still being
contemplated.
The
Municipal Clerk addressed a recent email correspondence pertaining to the
General Store. She stated that she would
make a statement to the public regarding this on Thursday evening.
Irene
Schreiner stated that the Taxpayers Association has written a letter to the
Halvorson’s regarding Circle Games and insurance issues.
PUBLIC PORTION
Megane Smith
stated that people do not read traffic signs or speed signs in our town.
Ann Brecker
asked that the Firehouse be included in any decisions made regarding the new
sign at the front entranceway.
RESOLUTION
RESOLUTION
NO. 52-10
WHEREAS, NJSA
10:4-12 ALLOWS FOR A Public Body to go into closed session during Public
Meeting; and
WHEREAS, the
Governing Body of Cape May Point has deemed it necessary to go into closed
session to discuss certain matters are exempted from the Public; and
NOW, THEREFORE, BE IT RESOLVED,
by the Board of Commissioners of the Borough of Cape May Point, in the County
of Cape May And State of New Jersey will go into closed session for the
following reason(s) as outlined:
Personnel Matters
Upon motion by Commissioner Nietubicz
seconded by Commissioner vanHeeswyk the Municipal Clerk to adopt the resolution
passed. The following roll call vote:

After the executive session the
meeting reconvened at am.

ADJOURNMENT
Upon motion by
Commissioner Schupp, seconded by Commissioner Nietubicz the meeting was
adjourned at 10:36 pm.
